Description
The Boulder County Treasurer’s Office has an opening for Business Analyst. Job # (BA1), Boulder County, CO.
The Boulder County Treasurer collects, invests and distributes approximately $500,000,000 each year in taxes for our county, schools and 180 other taxing authorities from about 120,000 taxpayer accounts. The mission of the Treasurer’s Office is to provide all our customers with the best in supportive public service while maintaining a cheerfully cohesive office team. The Office acts as the banker for the County in cooperation with the County Finance Department. The Office must balance our tax accounts and deposits to the penny each day, as property taxes are legal liens and become part of the property, and tax proceeds are a legal responsibility of the Office. The Treasurer’s data is supplemented annually with a Tax Roll and other data provided by the County Assessor’s Office. In order to manage the Office, the ten person staff and the Treasurer implement over 167 processes and sub-processes. The Treasurer’s Office is currently migrating to new software provided by Tyler Technologies written in Java and stored on Microsoft SQL Server. This migration is expected take place during the first half of 2013.
The primary mission of the Boulder County Treasurer Business Analyst is to support and maintain the data integrity and technological capability of the Office computer system, working with the Office staff, County IT Director, Tyler Technology staff, the Assessor’s Office and County Finance Office as well as others, under the direction of the County Treasurer. This is a technological support position, but the Business Analyst is also expected to exercise leadership, especially by making recommendations for improvements, empowering the Office’s staff to recommend improvements, and supporting improvements recommended by others, especially the County Treasurer.
Example Duties
- Lead system administrator and project manager for the Treasurer’s Office.
- Technical manager for Treasurer’s Office applications and processes.
- Office technical adviser to the Treasurer and staff. Must maintain working knowledge of the business, policy, statutory and constitutional requirements for a Treasurer’s Office in Colorado.
- Works with the Treasurer and staff on developing and implementing technological processes.
- Documents technical processes to support training and knowledge retention.
- Interfaces with staff and customers in order to comprehend all office processes.
- Supports the Office’s “lean government” program to reduce waste and increase value.
- Manages data queries and processes outside the Tyler system where needed.
- Continuously studies and participates in technical training to upgrade useful technical skills.
- Maintains supportive relations with customers as a leading member of the office team.
Required Qualifications
- Bachelor’s Degree in Information Services, Computer Science Information Services or related field and four years of experience as a project Manager or business analyst.
- Additional education may count toward required experience.
- Knowledge, Skills, and Abilities: Thorough understanding of database processes, including database queries, data dictionaries, entity relationship diagrams; familiarity with distributed processing office support, including PC and printer support, Windows operating systems and all Microsoft Office products, especially EXCEL and ACCESS; project management or systems administration training and experience appropriate for managing complex office processes, including software acquisition and implementation; demonstrated ability for written and verbal communications; demonstrated leadership and teamwork; positive, cheerful attitude.
