Education Requirement: Bachelor’s Degree in business administration, public administration, planning, evaluation or related field.
Work Experience Requirement: One year of graduate school completed (current students and recent graduates may apply) Academic or professional experience related to research, evaluation, business process analysis, strategic planning, continuous improvement, performance measurement and data analysis.
Position Summary:
- Under the direction of senior staff, performs a variety of entry level management analysis tasks.
- Assists with, leads or collaborates with departments and the City Manager’s Office (CMO) on a variety of projects contributing to the continued success of various organization-wide initiatives.
Supervision Exercised and Received:
- Position is directly supervised by the Business Process Manager.
- The incumbent will frequently work with department project sponsors and CMO staff on a consultative basis, and will be expected to exercise sound professional judgment in those interactions and to consult with senior staff when situations may exceed his or her ability to manage effectively.
Job Responsibility/Frequency/Tasks:
Research, Analysis and Process Improvement:
- Assist with or manage research, policy analysis, program development, evaluation, process improvement and performance measurement projects on topics of importance to the City.
- Develop research proposals and scoping documents.
- With guidance from senior staff, select and use appropriate project approaches and tools to achieve objectives; execute projects; identify gaps in effectiveness and efficiency and recommend improvements.
- Assist departments in managing the transition from “study” to “implementation”. Collaborate with senior staff to train departments in the basics of process improvement and performance measurement.
KNOWLEDGE
- Technical Knowledge – Basic knowledge of, or the ability to learn, key concepts and best practices in:
- Strategic planning, research, analysis, evaluation, process improvement, and performance measurement.
- Quality, including the Baldrige Criteria for Performance Excellence
- Customer feedback mechanisms, including basic-to-intermediate knowledge of survey methods and statistics
- Consulting and facilitation
- Project management
- Organizational change management
- General government operations
SKILLS AND ABILITIES
Technical Skills and Abilities –
- Ability to apply, or learn and apply, basic skills associated with all knowledge areas mentioned above
- Basic understanding of which approaches and tools are appropriate to use on a project-by-project basis
- Ability to identify when alternative technical options and shifts in approaches may be needed to achieve project objectives successfully (such as when changes in scope are needed or other issues arise)
- Ability to use technical skills to develop preliminary recommendations for improvements
- Ability to effectively collaborate and work as a member of a team to accomplish objectives
Minimum Requirements to be Considered for this position:
- Education: Bachelor’s Degree in business administration, public administration, planning, evaluation or related field.
- Work Experience: One year of graduate school completed (current students and recent graduates may apply) Academic or professional experience related to research, evaluation, business process analysis, strategic planning, continuous improvement, performance measurement and data analysis.
- Computer Skills: One (1) year Microsoft Word, Excel, and Email. Access or other database experience helpful.
- License(s): Must possess a valid Colorado driver’s license or be able to obtain one within 30 days of start date.
- Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.
Desirable Qualifications:
- Master’s degree in business administration, public administration, planning, evaluation or related field. Certifications from the American Society for Quality. Training in process improvement.
